Board of Directors Approves Contract with NBS for Roads and Stormwater Fee Analysis

The CSD continues to lay the groundwork for significant infrastructure improvements in Bear Valley Springs. In a unanimous vote, the Board of Directors approved a contract with NBS to conduct a comprehensive analysis of the CSD's roads and stormwater systems. This analysis will provide the data necessary to plan budgets for future infrastructure improvements and ongoing maintenance effectively. Currently, the CSD’s roads fund is operating at a deficit, and the stormwater system does not have a dedicated funding source.

An analysis of this type is legally required under California's Proposition 218 before any fee changes can be enacted. By conducting these analyses, agencies gain a clear understanding of exactly how much funding will be required to maintain services, make critical repairs and improvements, and ensure long-term sustainability.

The total cost of the analysis is $73,340. A portion of that cost reflects the fact that the CSD has not completed a comprehensive roads analysis since 1996 and has never conducted a full evaluation of the stormwater system.

Once the analysis is complete, the Board of Directors will review the final report and determine what, if any, fee adjustments the CSD will pursue.
