
Bear Valley CSD Board of Directors Rescinds Vote Authorizing Contract with Private Company for Gate Operations
At its December 11 meeting, the Bear Valley Community Services District (CSD) Board of Directors voted unanimously to rescind its approval of a contract with American Global Security (AGS) for gate security services.
The Board had previously voted to authorize the contract, which was projected to save the CSD an estimated $160,000 per year on gate operations.
However, before the contract with AGS was signed, a competing business that also submitted a proposal for the job submitted a protest. The protest claimed that the annual cost in the AGS proposal did not include a variety of factors, including holiday pay, meal-period penalties, and competitive guard wages.
The CSD contacted AGS with this information. In response, AGS submitted a revised proposal representing the true annual cost of contracting with them. The new proposal was approximately $144,600 higher per year than the original proposal.
Since the new annual cost did not represent a significant cost savings for the District, the Board of Directors rescinded its approval of the contract with AGS.
The CSD had received one other proposal from a security company to take over gate operations. That proposal was more expensive than what the CSD currently pays to operate the gate itself.
In light of this, the CSD will continue to directly manage gate operations.
