Bill Malinen receives the Certified Special District Manager Designation
Tehachapi, CA - Bill Malinen, General Manager of Bear Valley Community Services District has achieved the Certified Special District Manager Designation (CSDM) by the Special District Leadership Foundation (SDLF). Mr. Malinen is one of only 49 CSDM in California, which is home to nearly 3,300 Special Districts.
“This is but one instance of BVCSD staff going above and beyond the call of duty. When management continues to exceed expectations, it inspires those in their charge to do the same. This achievement demonstrates that Mr. Malinen leads by setting a positive example to earn the respect and trust of residents and CSD staff.” said Greg Hahn, President of the Bear Valley Community Services District’s Board of Directors.
The CSDM Designation is a voluntary designation sought by individuals who strive to be the best in their field. This certification helps document and recognize a candidate’s knowledge, skills and capabilities as a Certified Special District Manager through a two-hour exam. The core competencies covered by the exam include governance, legal requirements, policy development, ethics in public service, strategic planning, finance, public and customer relations, budget, audit and purchasing, records and public finance, just to name a few.
The Bear Valley Community Services District delivers essential services to the community in the form of public safety, potable water, road maintenance, wastewater treatment, and solid waste removal.
SDLF is an independent, non-profit organization formed to promote good governance and best practices among California’s special districts through certification, accreditation and other recognition programs.
Special districts are independent public agencies that deliver core local services to communities, such as parks and recreation, water, fire protection, healthcare, sanitation, mosquito abatement, ports, libraries, public cemeteries and more. Districts are established by voters and their funding is approved by voters in order to meet specific needs through focused service. They can be specially molded to serve large regions or small neighborhoods depending on the need.
