Impacts on Bear Valley CSD Police and General Operations if Measure S Passes

The CSD adopted a $3.73 million annual General Fund operating budget in Fiscal Year 2026/27. This funds day-to-day operations for the Police, Gate, Administration, and General Services. Within the General Fund budget is approximately $280,000 in revenue from the dedicated $80 per parcel Police Tax, which was adopted in 1996, and has not changed since then.
If Measure S passes in November, it will repeal the Police Tax and will have an impact on Police services and potentially other services funded by the General Fund. The most likely impact directly on Police services will be the elimination of two police officer positions (25% reduction). The District will likely be required to return to a single officer shift from 8:00 am to 6:00 pm each day instead of the two shifts per day covering 6:00 am to midnight.
If Measure S passes in November, it may result in increased response time to non-emergency calls for Police services, reduce Police officer presence throughout Bear Valley Springs, and reduce Police officer ability to issue speeding and other safety citations. Police officer availability to conduct proactive and community-based police services (wellness checks, vacant property checks, etc.) will also be reduced as officers focus on emergency and safety issues only.
In addition, there will be reductions in other service areas due to the need to shift General Fund revenue to support the remaining Police services. The most likely reductions will be the elimination of the Communications Specialist position and an administrative support position. This will reduce the CSD’s ability to provide frequent and timely communication on non-emergency issues and projects, reduce support for resident requests for gate passes via telephone and other non-emergency public safety requests, and potentially reduce the number of hours that customer service staff is available at the District office.
