A Resolution is a formal document that affirms a decision or statement made by the board of directors by a majority vote. The board will adopt a resolution for approvals, policies, statements, appointments, and recognitions. All resolutions are formalized and signed by both the board president and board secretary. Resolutions are a very important part of the historical data and can help us look back at decisions made.
An Ordinance is used to add or amend District Code, and is the local law on how the District is governed. Ordinances require a formal legislative process and multiple readings to be approved by a majority vote by the board of directors. It must also be publicly noticed in the newspaper prior to each reading and after adoption. Ordinances must be signed by the board president, board secretary and District legal counsel.
A Policy is a formal document adopted by the Board of Directors that establishes the District’s guiding principles, operational standards, and administrative procedures. Policies provide direction for governance, operations, personnel, financial practices, public services, and compliance with applicable laws and regulations. Policies are adopted and amended by a majority vote of the board of directors and may be updated as needed to reflect changes in law, best practices, or District operations.
