What Vehicles Can You Use? CSD Clarifies Manure Hauling Rules

With the implementation of the new Manure Disposal Program, the Bear Valley Community Services District has received questions about which vehicles are allowed to haul manure to the Transfer Station.
All vehicles operating on CSD roads must be registered and meet all California DMV requirements. Golf carts, ATVs, and other unregistered motor vehicles are not permitted on roads in Bear Valley Springs.
However, the California Vehicle Code has an exemption for “implements of husbandry”, meaning vehicles used for farming or agriculture.
Under this exemption, unregistered vehicles typically not allowed on roads in Bear Valley Springs will be permitted if the following conditions are met:
- Vehicles must be used exclusively for agricultural purposes, including the care of livestock and maintenance of agricultural land
- Use of roadways must be incidental and limited to travel between properties, facilities, or work areas directly related to agricultural operations, within a one-mile radius of the originating property.
- Equipment must display a Slow-Moving Vehicle (SMV) emblem when applicable (CVC §24615) and comply with required safety standards
- Operation must not unreasonably impede traffic (CVC §22400)
Residents who wish to use unregistered vehicles to haul manure to the Transfer Station must fill out a Farm Equipment Exemption Authorization and submit it to the CSD for approval.
Farm Equipment Exemption AuthorizationPlease note: This exemption only applies to vehicles transporting manure or agricultural waste. It does not permit the use of such vehicles for hauling general household waste to the Transfer Station.
